ZMINA:Resilience. First call for co-creation funding of international cooperation projects

IZOLYATSIA Foundation (UA) and Malý Berlín (SK) together with Trans Europe Halles (SE) announce the open call for Ukrainian cultural and arts organisations within the ZMINA:Resilience project, strand "Support for international cooperation projects".

The objective of this call is to support co-creation between Ukrainian artists and cultural organisations and their peers from Creative Europe countries.

Funding will be provided for co-creation projects involving at least one partner from Ukraine and one partner from another Creative Europe country. Each partner must make an equal contribution in the form of creative work, management responsibilities, or audience development. All creative sectors are eligible except audiovisual. Each project must be presented in the community of each partner at the local level.

Project objectives

  • Develop and present an international co-creation project on the topic of resilience in any arts or cultural sector except audiovisual.
  • Hold at least two local presentations (one in each location, including Ukraine).

Budget

  • Total funding available: 187,500 € 
  • Grant amount: 
    • up to 25,000 €, covering up to 90% of project costs. 
    • The remainder of the total project budget must be provided by the applicants themselves as own contribution. 
  • Expected number of grants: 7–10.

Who can apply?

Organisations working in the arts and culture sector, registered in Creative Europe countries (EU countries and non-EU countries). 

For Ukraine — registered in territories under the effective control of the Ukrainian government. 

The project must include at least two partners from at least two countries, one of which is Ukraine.

List of eligible costs

  • All costs necessary for the implementation of the project. 
  • Presentation of cooperation results at the location of each partner. 
  • Travel related to organisational, rehearsal, creative, and presentation purposes. 

After submission, the project must include at least one presentation event in the country of each partner.

Project duration

Implementation period: up to 7 months. The earliest start of implementation is after signing the grant agreement.

Technical eligibility criteria

  • All required attachments are uploaded to the platform in separate files in the formats specified for this call. 
  • All required attachments are uploaded following the standard templates available for download on the platform. 
  • All required attachments are readable, accessible, and printable. 
  • All project partners meet the eligibility conditions specified for this call. 
  • The registration of all project partners meets the conditions specified for this call. 
  • The application form is complete and contains all requested information. 
  • The total subgrant amount stated in the budget does not exceed the maximum subgrant amount set for this call. 
  • The total partner contribution meets the conditions specified for this call. 
  • The project implementation period is within the established limits. 
  • The start of project implementation meets the conditions specified for this call.

Selection criteria

Relevance: 

  • compatibility of the project with the objectives of the call; 
  • potential of the collaboration as a space for intercultural dialogue.

Quality: 

  • degree to which cross-cutting themes (digital dimension, sustainability, inclusion) are addressed, including barrier-free access to project results; 
  • quality of partnership: equality of partners' roles; 
  • scale of engagement — expected audience size and number of local presentations.

Impact:

  • impact and sustainability of the project, including plans and opportunities for future presentations of the co-creation results.

Selection procedure

Applications are first reviewed for technical eligibility by the ZMINA:Resilience team to confirm compliance with all formal requirements, including eligibility and admissibility criteria. 

Proposals that pass this stage are forwarded to two independent experts for evaluation. Evaluators assign scores, after which applications are ranked by average score. 

Final selection is made by the Selection Committee, taking into account geographical, sectoral, and thematic diversity within the available call budget. 

The application budget is assessed for cost-effectiveness and justification and may be adjusted prior to signing the grant agreement. The final grant amount is determined based on a combination of lump-sum units and actually incurred costs.

How to apply?

Via the IZOLYATSIA online platform no later than 10.05.2026, 23:59 (Kyiv time).

Applicant: the application is submitted by ONE representative of the consortium/project partners (lead applicant).

Required documents:

The application package includes: 

  • Application form and budget (filled in directly on the platform);
  • Supporting documents on capacity, eligibility, and admissibility. The following documents must be uploaded to the platform in .pdf format separately for each partner:
    • a scanned copy of the guarantee letter, completed and signed by the head of the applicant organisation (template available for download on the platform); 
    • registration documents: 
      • for organisations from Creative Europe countries other than Ukraine — national registration documents with a translation into English if the document is issued in another language; 
      • for organisations from Ukraine — a full extract from the Unified State Register of Legal Entities, Individual Entrepreneurs and Public Organisations, dated after the announcement of this call — in the original language; 
    • current Statute or equivalent document (if required for the legal entity) — all pages: 
      • for organisations from Creative Europe countries other than Ukraine — with a translation into English if the document is issued in another language; 
      • for organisations from Ukraine — in the original language.

Language of application: the application is submitted in English.

Support: support will be provided in the format of Q&A sessions and via email during the application period.

Draft subgrant agreement template 

Funding conditions:

  • 70% is paid after signing the grant agreement, the remainder — after submission and approval of the report. 
  • Co-financing is mandatory and must constitute at least 10% of the total project budget. 
  • Double funding within the EU budget is not permitted. 
  • All costs must be incurred after signing the grant agreement and within the project implementation period. 
  • Compliance with EU branding and visibility requirements is mandatory.

Eligible costs covered by the grant:

  • Artists' working time: 75 €/artist/day. 
  • Travel: 
    • international — 350 € per round trip; 
    • local (e.g. participation in trainings) — 65 € per round trip.
    • Support for green travel (for one-way trips over 600 km not by air): 300 €. 
  • Accommodation and subsistence: 75 €/night. 
  • Visa costs (if required): 80 €. 
  • Delivery/transportation of equipment including insurance: at actual cost. 
  • Materials and equipment (depreciation costs of equipment only): at actual cost. 
  • Services required for project implementation (production, equipment rental, venue rental for events, etc.): at actual cost. 
  • Communication, marketing and documentation: at actual cost. 
  • Management and administration costs: no more than 20% of the total budget.

Indicative timeline:

  • Call for proposals announced: March 2026 
  • Application deadline: 23:59 on 10 May 2026 (Kyiv time) 
  • Technical and expert evaluation period: May 2026 
  • Announcement of results: June 2026 
  • Signing of grant agreements: July 2026 
  • Implementation of selected projects: July 2026 – January 2027

1. Can individual artists or sole proprietors (PE/FOP) apply? 
No. This call is open only to legal entities (organizations). Individual artists may participate as members of the creative team or as partners through an organization, but they cannot be direct sub-grant recipients.

2. In what language should I fill out the application form?
The application form is to be filled out in English only. 

3. Where can I submit an application?
The application form is to be filled out and submitted on the IZOLYATSIA platform. 

4. What is the application evaluation and selection process?

Applications are evaluated through a three-stage process, which includes a technical eligibility check, expert evaluation, and final selection by the Selection Committee.

  • Stage 1. The Assessment of applications for compliance with technical eligibility criteria
  • Stage 2. Applications’ quality evaluation by external experts 
  • Stage 3. Final selection

5. Is it mandatory to have a partner?

Yes. This is a key requirement for the "Co-creating grants" strand. The project must be a collaborative effort involving at least one Ukrainian organization and at least one organization from another Creative Europe participating country (EU countries, non-EU countries).

The partnership must be more than a formality, but reflect a real balance and exchange between the partners. It’s the key whether the partners play an equally important role, whether there is a real exchange between the partners, whether each partner brings equal value and learns from the other, how audiences from all partners’ countries will be reached.

6. Who is eligible to be a partner from the EU/Creative Europe countries? 
Any organization operating in the cultural or creative sectors and registered in a Creative Europe participating country. Among others this includes public institutions, non-governmental organizations (NGOs), or private companies active in the cultural field.

7. Can I submit a project that is already completed just for an international showcase? 
No. The "Co-creating grants" strand is designed for the joint creation of a new product or a significant re-imagining of an existing idea in collaboration with partners (at least one Ukrainian organization and at least one organization from another Creative Europe participating country).

8. Where should the project presentations take place?

Each project must conduct at least two public presentations in the locality of every participating partner :

  1. Minimum one in Ukraine (can be in a hybrid or online format if required by the security situation).
  2. Minimum one in the international partner's country (offline).

9. What is the maximum project duration? 
The project must be fully implemented within 7 months from the date the sub-grant agreement is signed .

10. What is the maximum grant amount?

Up to 25,000€, covering up to 90% of the total project costs.

11. Is an own contribution required?

Yes. The project requires a financial contribution from the partners of at least 10% of the total project budget. This contribution must be in cash (not in-kind) and reflected as such in accounting  statements. It may be distributed among partners by mutual agreement.

12. What is the payment schedule? 
70% of the grant is paid after signing the agreement, and the remaining 30% is paid after approval of the final reports as detailed in the Grant agreement (see the Model Grant Agreement as proposed in the text of the open call).

13. How should the budget be distributed between partners? 
There are no fixed percentage requirements (e.g. 50/50) for budget distribution between partners. However, the distribution should be based on the principles of fairness, transparency and the real contribution of each partner.
When planning the budget, please consider:

  • Balance of Cooperation: As this is a "Co-creation" strand, the budget should reflect the active role of both parties. 
  • Mandatory Event Costs: The budget must cover the costs of mandatory presentations in both Ukraine and the partner's country .
  • Own contribution (10%): A minimum own contribution of 10% of the total project budget can be distributed between partners in any proportion as they agree.
  • Budgetary Alignment: Budget lines for each partner must align with the planned activities in the project application.

14. What documents are required from the partners?

  1. Letter of Guarantee: Signed by the head of the partner organization.
  2. An official extract of the organization's registration in their country. 
  3. The current version of the Statutes/Articles of Association (if mandatory for the legal entity) — all pages. 

Notes: (1) If the original language is not English or Ukrainian, both the original and a standard (non-notarized) English translation must be provided. (2) Each document is required from each partner. 

15. Is it permissible to generate income (e.g., from ticket sales)? 
Yes, but any income generated must be reinvested into the project and reflected in the budget.

16. Who will own the intellectual property (IP) rights to the materials created? 
You as the partners are intended to be the owners of what you create within the project. Neither the ZMINA:Resilience partners nor the European Union as the granting authority nor any third party do not obtain ownership of the results produced under the project, except for the cases where that is directed by you as the partners.

17. Is it necessary to transfer rights for reproduction, public communication, secondary use, and derivative use of the produced product?

The ZMINA:Resilience partners, the European Union as the granting authority, and any third party at their own discretion, are intended to have the right to use the produced product and all the relevant materials for policy, information, communication, dissemination and publicity purposes.

The right to use the produced product and all the relevant materials is to be granted in the form licence, as directed by the ZMINA:Resilience partners, the European Union as the granting authority, in the form of the template provided or otherwise. The instrument to be issued by you as the partners is intended to cover transferring rights for reproduction, public communication, secondary use, and derivative use of the produced product.
